This assumes you already have a monitor, if not just add a ~20 inch for about $100.
You can also go cheaper by getting a dual-core, but I'd recommend the above build because it will last for years and play anything out today on high settings. For Sims 3, the system requirements on XP are:

128MB video card w/Pixel Shader 2.0 support (anything after 2007ish)
For Vista:
2.4GHz processor
